From September 23rd to 28th, the emergency drill for pipeline leakage in railway box culverts conducted by West-East Gas Pipeline Company in collaboration with Jiangxi Provincial Energy Bureau, Shangrao Municipal Government, and relevant departments successfully concluded. More than 90 representatives from Jiangxi Provincial Development and Reform Commission, Emergency Management Department, Public Security Department, Shangrao Municipal Government, China Railway Nanchang Bureau Group Co., Ltd., and West-East Gas Transmission Company participated in the drill in the form of "on-site+video".

This drill is the first time in China to conduct a practical emergency drill for leakage of large diameter natural gas pipelines in a box culvert crossing a railway. The whole drill process was closely connected, tense and orderly, effectively testing the applicability of the emergency plan system of the West East Gas Pipeline Company, as well as the emergency repair methods for pipeline leakage within box culverts and the emergency repair ability of the maintenance and repair team, achieving the goal of running-in mechanism, testing methods, and training the team. The West-East Gas Pipeline Company will uphold the bottom line of safety production with an unprecedented sense of political responsibility, historical mission, and work urgency, ensure the intrinsic safety of oil and gas pipelines, and welcome the victory of the 20th National Congress of the Communist Party of China with outstanding achievements.

Simulation scenario: Simulate the natural gas leakage in the box culvert of the Shangrao connecting line of Shangrao Kunming Railway of Shangrao Economic and Technological Development Zone of the Nanchang Shanghai Branch Pipeline of the Second West-East Gas Pipeline. Nanchang Gas Transmission Branch of West to East Gas Pipeline, in conjunction with relevant departments of Shangrao City and China Railway Nanchang Bureau Group Co., Ltd., has conducted a rapid response, and has cooperated with emergency, public security, traffic management, fire protection, medical, and environmental protection units to carry out practical emergency drills in 21 subjects, including dangerous situation reporting, evacuation and control, railway outage and catenary power outage, maintenance and emergency repair team loading and long-distance practice, pipe cutting and transportation within box culverts, and pipeline assembly welding testing.

"Combustible gas was detected through the box culvert of the Shangrao connecting line of the Nanchang Shanghai branch trunk line of the second west to east gas transmission line, and it is suspected that there was a natural gas leakage from the pipeline." At 9:35 on September 23rd, as Zhang Wenxin, representative of the west to east gas transmission company and party secretary, announced the official start of the emergency drill, more than 150 drill personnel quickly entered a "combat" state.

All emergency repair forces from the West to East Gas Pipeline Company rushed to the site day and night, and after arriving, they quickly carried out work such as excavation of working pits, opening and sealing both sides of box culverts, and ventilation and replacement of box culverts.

The emergency repair personnel used cold cutting and flame cutting methods to cut the pipelines inside the box culvert, completed the prefabrication, testing, and pressure testing of new pipelines, used self-made box culvert pipeline rescue tooling to remove damaged pipelines, install new pipelines, and completed high-quality pipeline assembly and welding. After passing the inspection, the pipeline emergency repair was completed at 8:05 on September 27. This "dangerous situation of pipeline leakage inside the box culvert" was promptly and effectively handled.

As one of the backbone forces of this exercise, the Nanjing Emergency Repair Center Nanjing Emergency Repair Team and Guangzhou Emergency Repair Team dispatched 52 members, invested 11 emergency repair vehicles, and 35 sets of key emergency repair equipment to participate in this exercise. One of the important equipment is the industrial mobile power supply provided by Nanjing Lishida Welding Technology Co., Ltd., the vice chairman unit of the Jiangsu Hardware Industry Association. This equipment is the first equipment used for emergency on-site disposal in China, without pulling the power supply, let alone gasoline or diesel generators. It saves time, manpower, is convenient to carry, and is flexible to operate. It is also the preferred equipment for energy conservation and carbon reduction. Helping the Nanjing Emergency Repair Center's Nanjing Repair Team win victory has won time, confidence, and demonstrated its divine power.

This equipment will definitely play a greater role and demonstrate a new responsibility for technical support for future main businesses such as pipeline maintenance, safety production, intelligent pipeline construction, and lighting for the construction of gas storage facilities with capacity up to capacity in case of pipeline leakage emergencies in railway box culverts.
